The Council itself is comprised of up to 30 scientists, industry leaders, and scholars of the highest distinction, serving as the principle operational body of CCST, leading its work and fulling its charter to respond to the Governor, the Legislature, and other entities on public policy issues related to science and technology.

The Council performs two primary functions:

  • Convening Experts: CCST gathers top scientific minds with top-level policymakers for three annual meetings as well as issue-specific workshops. These meetings and workshops help California leaders proactively frame science and technology policy questions and identify issues needing study.

  • Providing Independent Assessments: Upon request from the Governor, the Legislature, or other State entities, CCST conducts independent assessments on public policy issues affecting the State of California relating to science and technology. For example, CCST develops commissioned reports, securing peer-reviewed, evidence-based analyses to help address these questions.

    The current Chair of the CCST Council is Corey Goodman. The Vice Chair is Judith Swain.
