The mission of our Science Services Team is to understand and inform public policy conversations to enhance the impact of science and technology (S&T) in addressing California’s most pressing challenges.  Through partnerships with California’s S&T experts, research institutions, State agencies, the Legislature, and other nonprofit organizations, we help build a more resilient and equitable future for all Californians and promote California’s global leadership in science, technology, and innovation.

You will join our team at a moment when opportunities for change and needs for credible science advice are aligned and growing.  CCST is expanding our team as we innovate the delivery of science advisory support to be more proactive in delivering the independent, evidence-based, and credible advice needed to meet society’s most pressing problems today – and in the future.  You will build new partnerships and processes to enhance the delivery of transdisciplinary solutions that promote diversity, equity, and inclusion and inform the development of policies that benefit all of California’s people and communities.

CCST is a nonpartisan nonprofit created via the California Legislature in 1988 to provide objective advice from California’s leading scientists and research institutions on policy issues involving science and technology (S&T).  Our formation reflected the recognition that California’s most pressing public policy issues require solutions that engage the State’s extraordinary research and innovation enterprise.  CCST works with partners in the research, government, and philanthropic sectors to build more agile, inclusive, and impactful S&T advisory frameworks; elevate policymaker awareness of the S&T contributions of California’s research institutions; and foster a more diverse and inclusive network of S&T-savvy policy leaders. The Science Officer is a key member of our science services team. They will manage projects and evaluate programs that deliver S&T expertise – in areas such as digital fluency, disaster mitigation, vulnerable communities and resiliency, economic recovery, and racial equity in government systems – to enhance the State government’s use of people-centered design and technology to reimagine and deliver more effective and equitable services to Californians. California’s complex landscape of increasingly severe and intersecting disasters—including the COVID-19 pandemic, megafires, extreme heat, and other climate-related events—has fueled increased needs for resilient and equitable access to government services.  The Science Officer will manage people, project ideation, resources, and contracts to generate independent, data-driven insights that inform the creation of intuitive digital solutions that make it easier for all Californians to access state services.  The duties of this position may include, but are not limited to:

  • Management of experts
  • Strategy and process design
  • Management of project budget and resources, including contracts
  • Data collection/compilation and analysis
  • Oversight of planning, writing, and editing of project deliverables.

This position reports directly to the Director of Science Services and works closely with CCST staff and other CCST stakeholders.



75-85% Manage projects to deliver timely, credible, and independent S&T advice, informed by considerations of equity, to facilitate the creation of intuitive digital solutions that make it easier for all Californians to access state services.

  • Perform outreach, conduct literature reviews, and lead development of the scope of work for projects (e.g. expert convenings, expert briefings, and peer-reviewed reports ).
  • Manage staff and expert participation, project budgets, timelines, and evaluation.
  • Coordinate regular project team meetings, including the preparation of associated materials.
  • Write and/or oversee the creation of meeting summaries and key recommendations.
  • Manage peer review process, layout, and technical editing processes for publications.
  • Work with CCST Communications staff to develop marketing and media materials related to projects.

15-25% Conduct outreach and build academic/research, private sector, and philanthropic partnerships to proactively identify emerging opportunities and priority needs for S&T advice to inform policy.

  • Engage with thought leaders, including policymakers, S&T experts, philanthropists, and community leaders, to understand information needs and identify gaps.
  • Plan and support CCST leadership engagements with policymakers and other key stakeholders.
  • Collaborate with funders to identify resources and common focus issues.
  • Present CCST’s work at conferences and other professional meetings to support information exchange, expand CCST’s network, and raise the profile of the organization.



  • Bachelor’s degree required. Demonstrated experience in managing projects can be used to satisfy education requirement.
  • A high degree of accountability, including recognized ability to manage a project transparently and meet multiple deadlines by organizing, prioritizing, and planning work activities according to established timelines and schedules. Must be able to use sound judgement in responding to issues and concerns.
  • Strong verbal and written communication skills, critical thinking skills, and ability to synthesize information to reach diverse audiences and build consensus.
  • Excellent interpersonal skills and commitment to continuous learning and collaboration, with ability to work as a team member within an established office structure, as well as ability to work in a remote or virtual environment as necessary.
  • Ability to use discretion and maintain all confidentiality.
  • Working knowledge of administrative procedures, processes, and tools including word processing, spreadsheet, and database applications.



  • Master’s degree or prior experience working as a program manager or similar in a relevant field.



$50,000 – $75,000
