Overview

At the request of the legislature, the California Council on Science and Technology (CCST) is in the process of an independent, scientific review of the availability and feasibility of managed access in California prisons. Areas of review include alternatives to managed access, potential hacking, overriding and/or circumventing of managed access, limitations of signal capture and control, societal impacts and other examples and options.

CCST has formed an ad-hoc committee of experts who bring credibility and strong technical skills. The committee has identified areas/topics that will be included in the technical review as well as other dimensions to be included in the final report.

Participants in this effort represent scientific and technical expertise drawn from universities, federal laboratories, and industries across the state of California. Most of this talent lies outside of the immediate Sacramento region.
