President Emeritus and Former CEO
Larry Toy is president emeritus and former chief executive officer of the Foundation for California Community Colleges, and is a long-time leader in the California Community College system. He spent 28 years as a professor of Astronomy at Chabot College before he joined the Chancellor’s Office as director of System Advancement and Resource Development. He led the development of the California Virtual University, now the California Virtual Colleges, served as president of the Board of Governors in 1994 during his seven-year tenure on that board, and was president of both the Faculty Association of California Community Colleges and the Californians for Community Colleges. He received his B.A. degree from Harvard University and M.A. and Ph.D. in astronomy from the University of California, Berkeley.
Toy served six years on the California Council on Science and Technology both as a board and council member. He is the recipient of the Gerald Hayward Award for Outstanding California Community College Faculty, 1989, and the Outstanding Faculty award from Chabot College in 1990.
