Elster is the former Provost and Academic Dean at the Naval Postgraduate School in Monterey, California. He joined the faculty of the Naval Postgraduate School in 1969 and served in various faculty and administrative positions until 1995. He was appointed provost and academic dean by the Secretary of the Navy in 1995. He served in the Pentagon in positions such as deputy assistant secretary of defense.
Elster is a graduate of the University of Minnesota in Minneapolis, where he received the degrees of Bachelor of Arts, Master of Arts, and Doctor of Philosophy in Industrial and Organizational Psychology.
